Cincinnati Stimulus Funding

Stimulus Funding through the American Recovery and Reinvestment Act

Since President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA), or "Stimulus Act," into law, one of the most commonly heard questions throughout City Hall has been, "How much stimulus money will Cincinnati receive?"

Signed into law on February 17, the ARRA provided $787.2 billion dollars in federal spending and tax cuts to get our economy back on track. $575.3 billion of this will fund spending, and of this, about $8.8 billion is expected to flow to the State of Ohio.

Cincinnati’s Efforts for Recovery Act Funding

The City of Cincinnati is seeking stimulus dollars for as many local government projects and programs as possible.

ARRA funding is flowing to cities like Cincinnati in a number of ways. Federal agencies have various programs and guidelines based on priority areas outlined in the ARRA. Most programs distribute funds through either a formula-based model (e.g., CDBG) or a competitive model. Some funds will come directly from federal agencies, others through the state. While the bill sought to get funding out the door rapidly using primarily existing programs, many federal and state agencies are working on program guidance that will tell us how, when and for what Cincinnati can seek ARRA funding. New details about how these programs will work continue to emerge on an almost-daily basis, but some of the formula-based programs have already announced some awards.

To date, over $50.3 million in ARRA dollars have been announced for City of Cincinnati-related projects. Additional funds are flowing through other government organizations to fund projects within the City as well. These include:

• Approximately $3.5 million in Community Development Block Grant (CDBG)
• Approximately $5.3 million for Homelessness Prevention and Rapid Re-Housing
• $2.4 million through the Byrne Memorial Justice Assistance Grant to fund criminal justice activities
• $3.5 million in Energy Efficiency & Conservation Block Grants (EECBG)
• $5.0 million through the Clean Water State Revolving Loan Fund Program (CWSRLF) for one Metropolitan Sewer District of Greater Cincinnati (MSD) project
• Over $56.6 million in transportation dollars through the OKI Regional Council of Governments and the Ohio Department of Transportation (ODOT), including:

  Over $5.5 million for three projects in Cincinnati through the OKI 2030 Regional Transportation Plan

  $23.5 million in surface transportation dollars to fund The Banks from ODOT

  $20.0 million from ODOT to fund the Eastern Corridor Development

Each of the many ARRA funding opportunities comes with its own set of deadlines, application procedures, and eligible uses. City staff is working with Mayor Mark Mallory and City Council to provide regular updates and to identify new competitive grant opportunities as they are announced.
